Grant Lifecycle Management Platform That Brought Full Accountability to $12M in Annual Federal Funding

The federal contractor transformed its grant management operations from a fragmented, risk-prone manual process into a centralized, auditable, and automated platform capable of managing 25 active grants and $12 million in annual federal funding with confidence. By unifying budget tracking, compliance monitoring, and reporting into a single system with real-time burn rate alerts and AI-powered compliance gap detection, the organization eliminated the spreadsheet-driven guesswork that had previously exposed it to financial and regulatory risk. Funder report assembly — once a multi-day effort — was reduced to hours, and auditors now have complete traceability to every expenditure and compliance action without requiring staff to manually reconstruct evidence packages.

This is an illustrative concept we use to spark conversations with clients. It reflects the kind of thinking and approach we bring to engagements in government & public sector — not a specific past project or guaranteed outcome.
Overview

A federal contractor managing 25+ active grants totaling $12 million in annual funding was operating without a centralized system to track applications, monitor compliance, manage budgets, or generate funder reports. With a lean team of 40 employees, the organization depended on spreadsheets, shared drives, and institutional memory to manage obligations that carried significant financial and legal risk.

The contractor needed a purpose-built grant lifecycle management platform that could bring structure, visibility, and accountability to every stage of the funding process, from application through closeout.

The Challenge

The organization had grown its grant portfolio steadily over five years, but its systems had not evolved to match. Each grant was managed semi-independently by its assigned program manager, using a combination of Excel workbooks, Word documents, email threads, and a shared network drive with an inconsistent folder structure. There was no single source of truth for the status of any grant across its lifecycle.

Budget tracking was one of the most critical gaps. Program managers maintained their own spending logs, which were reconciled against the finance team's records on a monthly or sometimes quarterly basis. Discrepancies between the two were common and time-consuming to resolve. On more than one occasion, overspending on a budget line item was not caught until after the quarterly report had already been submitted to the funder, requiring formal amendments and explanations.

Compliance documentation was scattered across multiple systems and file locations. When auditors or funders requested evidence of compliance with specific requirements, staff could spend days assembling the necessary records. The organization had received two minor findings in its most recent federal audit, both related to documentation gaps rather than actual non-compliance, but the findings damaged credibility and triggered additional monitoring requirements.

Reporting to funders was a labor-intensive manual process. Each grant had its own reporting cadence, format, and data requirements. Program managers typically began assembling quarterly reports two weeks before the deadline, pulling data from multiple sources and manually formatting it to match funder templates. Missed or late reports were a recurring problem, particularly when multiple grants had overlapping reporting periods.

Deadline management was handled through calendar reminders and personal tracking systems. There was no organizational-level view of upcoming deadlines across the portfolio, which meant leadership could not proactively identify and manage capacity constraints. When a program manager was absent, their deadlines were at risk of being missed entirely.

The organization needed a solution that would: - Centralize all grant data in a single platform - Provide real-time budget tracking against awarded amounts - Automate compliance monitoring and gap detection - Streamline funder reporting with pre-built templates - Maintain a complete audit trail for every grant action

Our Solution

JSG designed and implemented a comprehensive grant lifecycle management platform that unified the organization's grant operations into a single, structured system with built-in compliance safeguards and automated reporting.

Key Components

Grant Portfolio Dashboard A centralized dashboard provided a portfolio-level view of all 25+ active grants, displaying award amounts, expenditure rates, compliance status, upcoming deadlines, and program manager assignments. Leadership could drill into any individual grant for detailed status information or view cross-portfolio analytics to identify trends and risks.

Budget Tracking & Burn Rate Monitoring Real-time budget tracking was implemented at the line-item level for each grant. The system automatically calculated burn rates, projected end-of-period balances, and flagged budget lines approaching threshold limits. Alerts triggered when spending reached 75% and 90% of any line item, giving program managers and finance staff time to adjust before overruns occurred.

AI-Powered Compliance Gap Detection Azure OpenAI was integrated to continuously scan grant requirements against uploaded documentation and recorded activities. The system identified gaps where required documentation was missing, certifications were expiring, or required activities had not been logged. Compliance scorecards were generated for each grant and updated in real time as gaps were addressed.

Automated Deadline Workflows & Funder Report Generation N8N orchestrated deadline-driven workflows across the entire portfolio. Reminders began 30 days before each reporting deadline and escalated as the date approached. For standard report formats, the system pre-populated funder templates with data from the platform, reducing report assembly from days to hours. Draft reports were routed to supervisors for review and approval before submission.

Audit Trail & Document Management Every action taken within the platform was logged with timestamps, user attribution, and change history. Supporting documents were stored in a structured repository linked to their associated grant, budget line, or compliance requirement. The audit trail was designed to meet federal records management standards, providing auditors with complete traceability without requiring staff to manually assemble evidence packages.

Application & Award Pipeline Tracker A pipeline module tracked grants from initial opportunity identification through application submission, review, award notification, and agreement execution. This gave leadership visibility into the organization's funding pipeline and helped coordinate application efforts to avoid resource conflicts.

Results
